The Central Power Purchasing Agency (CPPA), a non-profit independent company under the Government of Pakistan, is currently seeking highly qualified professionals for two senior leadership roles: Chief Financial Officer (CFO) and Chief Technical Officer (CTO). CPPA plays a crucial role in managing Pakistan’s energy sector by overseeing electric power procurement, billing, settlement, and supporting competitive electric market development.

Role Overviews

Chief Financial Officer (CFO)

The CFO will lead the financial operations of CPPA with a focus on:

  • Overseeing financial reporting, budgeting, cash flow, and tax compliance.
  • Managing Power Purchase Agreements (PPAs), tariffs, and energy sector-specific regulations.
  • Driving financial strategy and ensuring compliance with financial controls and audit requirements.
  • Collaborating with stakeholders such as regulators, financial institutions, and independent power producers (IPPs).
  • Utilizing advanced financial software such as Excel, Power BI, and ERP for decision-making.

Skills Required:

  • Strong leadership and negotiation skills.
  • Financial modeling and energy sector finance expertise.
  • Problem-solving and decision-making abilities.

Chief Technical Officer (CTO)

The CTO will oversee technical operations and power management, including:

  • Managing power generation, transmission, and distribution.
  • Negotiating energy contracts with IPPs.
  • Ensuring compliance with energy sector regulations and aligning technical strategies with organizational goals.
  • Managing cross-functional teams and fostering relationships with regulators, government bodies, and industry partners.

Skills Required:

  • Expertise in energy sector operations (both conventional and non-conventional power plants).
  • Strong leadership and technical decision-making skills.
  • Experience in regulatory compliance and stakeholder management.

Eligibility Criteria

  1. CFO:
    • Chartered Accountant (FCA, FCMA, FCCA) or Chartered Management Accountant.
    • At least 15 years of post-qualification experience.
    • 7 years in the power sector and 5 years in senior management or head of department roles.
  2. CTO:
    • Bachelor’s/Master’s in Engineering (Electrical/Power or related field).
    • 18 years of post-qualification experience, including 10 years in power generation and 5 years in senior management.
    • Additional certifications or international exposure will be advantageous.
