The Government of Pakistan – Planning Commission, Ministry of Planning, Development & Special Initiative (MoPD&SI) invites applications for project-based roles at the Pakistan Urban Planning & Policy Centre (PUPPC) under the PSDP project “Capacity Building and Institutional Strengthening of MoPD&SI.” Positions are based in Islamabad (Pak Secretariat) with coordination across provinces. Openings include Urban & Regional Planning Specialist (PPS-9), Urban Infrastructure Specialists (PPS-9), Land Management & Resettlement Specialist (PPS-9), and Assistant Director – Information Technology (PPS). Appointments are contractual for two years in the first instance and extendable subject to performance and continued project need.

Eligibility snapshot: HEC-recognized qualifications, the stated minimum years of experience, strong writing and interpersonal skills, and demonstrable computer proficiency. Only documented, verifiable experience will be counted during scrutiny.


What You’ll Do (Role Highlights)

Urban & Regional Planning Specialist

  • Develop coherent spatial strategies that balance housing, jobs, mobility, environmental buffers, and public amenities.
  • Produce policy notes on municipal finance, urban governance, land-use controls, and zoning reforms that accelerate service delivery while protecting vulnerable communities.
  • Review PC-I/PC-II submissions for alignment with Vision 2025, SDGs, and climate commitments; advise on realistic phasing and costings.
  • Lead geospatial analysis and scenario modelling; translate evidence into clear maps and decision briefs.
  • Run capacity-building clinics for provincial/city planning units and mentor young planners at the Centre.

Urban Infrastructure Specialists

  • Appraise feasibility studies and designs for water supply, sewerage, drainage, SWM, roads, BRT/bus networks, and NMT corridors; stress-test projects for climate resilience and O&M sustainability.
  • Define service level benchmarks and outcomes-based KPIs; review lifecycle cost models and value-for-money approaches (including PPPs).
  • Standardize technical specifications and reporting formats across agencies; support contract management and performance audits.
  • Prepare implementation roadmaps with risks, mitigation, and environmental/social actions; help provincial teams prioritize high-impact, shovel-ready investments.

Land Management & Resettlement Specialist

  • Draft compliant LARPs/RAPs, entitlement matrices, and GRM procedures consistent with Pakistani law and development-partner standards.
  • Guide cadastral surveys, asset registers, valuation methods, and transparent compensation mechanisms; ensure documentation is audit-ready.
  • Lead stakeholder consultations with attention to gender, disability, and livelihood restoration; build templates and train field counterparts for consistent execution.
  • Monitor safeguards, publish periodic compliance snapshots, and recommend corrective actions early.

Assistant Director – Information Technology

  • Maintain a secure IT environment—identity and access management, backups, endpoint hardening, incident response, and vendor coordination.
  • Build dashboards/MIS that track project pipelines, PC-I approvals, KPIs, and geographic coverage; ensure data quality and usability.
  • Write/maintain IT policies & SOPs, lead trainings on collaboration tools, and support open-data visualizations while enforcing privacy rules.
