The Pakistan Council of Architects and Town Planners (PCATP), the statutory regulatory body for the architecture and planning professions in Pakistan, invites proposals from qualified law firms or individual legal advisors to provide comprehensive legal services. The engagement includes advisory support, legal drafting, litigation, and regulatory representation on behalf of PCATP across all provinces.
Established under the PCATP Ordinance of 1983, the Council requires professional legal assistance to ensure compliance, protect its institutional interests, and respond to legal challenges across civil, regulatory, and judicial forums. Law firms with proven experience in dealing with government bodies, regulatory authorities, and statutory legislation are encouraged to apply.
π Scope of Work
The selected legal service provider will be responsible for:
- Representing PCATP in:
- Civil courts, High Courts, Supreme Court, tribunals, and regulatory bodies
- Drafting and vetting:
- Legal notices, agreements, contracts, bylaws, and policy documents
- Advising on:
- Statutory obligations, governance issues, and administrative disputes
- Providing:
- Timely legal opinions, litigation strategy, and risk management guidance
- Coordinating:
- With regional counsel in all four provinces (Punjab, Sindh, KP, Balochistan) for case handling
π Eligibility Criteria
To qualify, applicants must:
- Be registered law firms or individual advocates with the right to appear in Pakistanβs higher courts
- Have at least 10 years of professional legal experience, including public sector litigation
- Maintain an operational base in Islamabad, with the ability to represent cases countrywide
- Show prior experience advising regulatory bodies, commissions, or public institutions
- Submit:
- Profile of the firm/team
- List of similar clients
- Valid legal practice licenses (High Court/Supreme Court)
- Conflict-of-interest declaration
- Tax and registration documents (NTN, bar enrollment, etc.)
πΌ Financial Proposal Structure
Firms must clearly itemize their fee structure, including:
- Retainer (if any)
- Appearance fees per hearing
- Per-document drafting/vetting charges
- Case management and filing costs
- Hourly or per-session consultation rates (if applicable)
All rates should be quoted in Pakistani Rupees (PKR) and exclusive of applicable taxes.
