Local Government & Community Development Department (LG&CDD), Government of Punjab, welcomes applications for four experts for its DREAMS-I project: Municipal Financial Management Expert, Manager Community Engagement, Assistant Manager Finance & Accounts and Assistant Manager Collection & Recovery. These are contractual positions for a one-year tenure (extendable on a performance basis) in two project sites—Project Coordination Unit, Lahore and City Implementation Team, Bahawalpur, Punjab. LG&CDD DREAMS-I project staff job incumbents in the mentioned positions will support the municipal budgeting process, develop concepts for public outreach campaigns, prepare financial statements and drive revenue recovery in the targeted urban local governments.

Applicants must be Pakistan nationals with valid CNIC and domicile Punjab, hold degrees in—Finance, Business Administration, Mass Communications or equivalent—and have 4 to 8 years of professional experience in urban sector finance, community mobilization or accounting work. Age restrictions (50 years for finance posts; 55 years for community work) apply. Female and minority candidates are encouraged. The recruitment here is targeted towards municipal budgeting, public sector financial controls, community mobilization strategies and revenue collection frameworks, so that each recruit is contributing directly to more accountable city governments.

About the Local Government & Community Development Department

Established under the Punjab Local Government Act, LG&CDD drives policy, planning and capacity building for urban governance across 36 districts. The DREAMS-I (Developing Resilient Environment and Advancing Municipal Services) project—financed by the Asian Development Bank—aims to modernize financial systems, strengthen citizen feedback channels and enhance revenue frameworks in targeted municipal corporations.

Key project components include:

  • Financial System Strengthening: Upgrading accounting software, standardizing chart of accounts and training staff on transparent reporting.
  • Stakeholder Outreach: Conducting town-hall meetings, focus groups and media campaigns to gather resident feedback on service quality and build trust in local institutions.
  • Revenue Optimization: Reviewing fee structures, piloting e-billing solutions and establishing recovery targets to secure sustainable funding for municipal services.
  • Climate Resilience Integration: Factoring climate-related risks into budget projections for infrastructure repairs and emergency response.

LG&CDD’s interdisciplinary team—finance experts, social mobilizers and technical advisors—works closely with city councils, district administrations and civil-society groups. By embedding digital dashboards and real-time performance indicators, the department seeks to reduce financial leakages, improve project oversight and ensure residents have access to safe water, sanitation, waste management and road maintenance services.
