Individual Consultants — Punjab Clean Air Program (PCAP), Transport & Mass Transit Department, Government of Punjab (World Bank–Financed)

The Punjab Clean Air Program (PCAP) is scaling up delivery and now invites Expressions of Interest (EOIs) from experienced professionals to serve as individual consultants across technical, fiduciary, safeguards, and communications streams. The program—supported by the World Bank Group—is designed to reduce population-weighted PM2.5 in the Lahore Division through practical transport reforms, better monitoring, and public awareness. Assignments will be issued on a performance-based contract under the World Bank Procurement Regulations for IPF Borrowers (2023).

Open roles (one position each): Transport Specialist, Electric Vehicle Specialist, Automotive Engineer, Procurement Specialist, Financial Management Specialist, Management Accountant, Environment Specialist, Monitoring & Evaluation Specialist, Social Safeguard & Gender Specialist, Communication & Marketing Specialist, Contract Management Specialist, Accounts Officer, Admin Officer.


Job Position Detail

Sr.PositionSnapshot of Role & Typical Background
1Transport SpecialistLeads clean-transport strategy: public transport integration, parking/traffic demand management, NMT (walking/cycling) and fleet transition. Often a Master’s in Transport Planning/Urban Planning/Civil/Transport Engineering with 10–12+ years on city mobility programs and modeling/policy capacity.
2Electric Vehicle (EV) SpecialistDesigns EV roadmaps, charging network strategies, interoperability and safety standards, tariff and grid coordination. Engineering/energy systems profile with hands-on EV or charging-ecosystem projects; knowledge of IEC/SAE standards desirable.
3Automotive EngineerWorks on emission standards, inspection & maintenance (I/M), diagnostic tools, and retrofit/upgrade guidance; drafts technical specs for test benches and I/M centers. Mechanical/Automotive engineer with I/M or emissions-testing experience preferred.
4Procurement SpecialistEnd-to-end World Bank procurement: planning, REOIs/RFPs, bid evaluations, contract award and recordkeeping in STEP or equivalent systems. 8–10+ years on donor IPF projects with strong command of WB Regulations (2023).
5Financial Management SpecialistProject FM systems: budgeting, payments, IFRs, bank reconciliations, internal controls, external audit coordination, asset registers. Chartered/Cost Accountant or Master’s in Finance/Accounting; WB FM experience valued.
6Management AccountantCosting, variance analysis, budget tracking, commitment control, and analytical dashboards supporting decision-making. ACCA/ACMA/CA (part-qualified) or equivalent with public-sector or donor analytics exposure.
7Environment SpecialistScreens activities, prepares ESMPs, monitors compliance with ESF/ESS and national rules; addresses air/noise/waste risks and coordinates with line agencies. Advanced degree in Environmental Sciences/Engineering; strong field audit/reporting skills.
8Monitoring & Evaluation SpecialistResults framework design, indicator definitions for PM2.5 and transport reforms, baseline/endline surveys, dashboards, and periodic performance reviews; supports third-party validation. Economics/Statistics/Policy background with robust M&E toolkit.
9Social Safeguard & Gender SpecialistSocial assessments, stakeholder engagement plans, GRM setup, SEA/SH risk mitigation, inclusion actions, and compliance monitoring under ESF. Social Sciences/Development Studies with demonstrable social risk experience.
10Communication & Marketing SpecialistBehavior-change communication (BCC) for clean-air actions: content strategy, campaign design, media relations, digital analytics, and public events; crafts clear citizen-facing messages. Degree in Communications/Media/Marketing with public program portfolio.
11Contract Management SpecialistPost-award administration—deliverables/SLAs, variations, payment processing, claims, close-out; risk registers and compliance documentation aligned to WB rules. Law/Engineering/Business degree with tangible contract-admin track record.
12Accounts OfficerDay-to-day book-keeping: vouchers, ledgers, payroll/TA, bank reconciliations, filing; supports FM Specialist and audit readiness. Bachelor’s/Master’s in Accounting/Finance; ERP familiarity is a plus.
13Admin OfficerOffice operations, logistics, travel, records management, meeting support, fleet and asset oversight; assists HR coordination. Bachelor’s with sound organization and drafting skills; public-sector procedures exposure helpful.

What You’ll Work On

Cleaner Transport, Real Results

  • Translate policy into implementable plans: route rationalization, I/M expansion, low-emission zones, and safer streets.
  • Prepare technical specifications for equipment and services tied to air-quality improvements and mobility reform.
  • Embed value for money and transparency in every procurement and contract.

Air-Quality Governance

  • Strengthen emissions inventories and monitoring protocols; align with international good practice.
  • Use evidence and dashboards to track progress toward PM2.5 reduction—communicate findings to decision-makers and the public.

Safeguards and Inclusion

  • Apply ESF rigor: environment and social due diligence, engagement with communities, and responsive grievance redress.
  • Ensure gender-responsive design in both policy and communications so benefits reach vulnerable groups equitably.

Financial Discipline

  • Keep books audit-ready, produce timely IFRs, and maintain asset registers that pass third-party scrutiny.
