Well-Being & Nutrition Specialist (PPS-09) & Assessment Specialist/Consultant (PPS-09) — Reform Support Unit, School Education & Literacy Department, Government of Sindh (Karachi)

The Reform Support Unit (RSU), School Education & Literacy Department (SE&LD), Government of Sindh invites Expressions of Interest (EOI) from highly qualified individual consultants for two senior roles under the World Bank–financed ASPIRE initiative (Action to Strengthen Performance for Inclusive and Responsive Education). Appointments are contract-based and may be extended subject to performance and project requirements. Duty station is Karachi, with coordination across districts of Sindh.

Open Positions: Well-Being & Nutrition Specialist (PPS-09); Assessment Specialist/Consultant (PPS-09).
Project: ASPIRE — World Bank supported
Engagement: Individual consultancy (time-bound, performance-linked extension)

PhD in a relevant field is advantageous.Minimum 08 years of progressive experience in educational assessment/student testing/large-scale evaluations—preferably with government systems, UN agencies, or development partners. Demonstrated ability to design operational assessment frameworks, build item banks, plan administrations, and translate results into policy action. Knowledge of national and international assessments such as NAT, TIMSS, PISA is expected. Well-Being & Nutrition Specialist

  • Draft a provincial well-being & nutrition plan for schools: policy notes, SOPs, and district implementation roadmaps.
  • Integrate with WASH, deworming, health screening, and maternal-child health communication where relevant.
  • Design monitoring indicators and low-burden tools; coordinate data reviews with district education offices.
  • Conduct capacity-building for field teams and head teachers on nutrition messages, basic screening, and referrals.
  • Produce clear, actionable reports that capture progress, gaps, and cost-conscious options for scale-up.

Assessment Specialist/Consultant

  • Build grade/subject-wise frameworks and test specifications; establish item writing & review cycles with psychometric discipline.
  • Plan large-scale administrations—sampling, logistics, examiner training, data security, and grievance protocols.
  • Lead analysis and reporting: item statistics, reliability, comparability across cycles; concise dashboards for leadership.
  • Align provincial work with NAT/TIMSS/PISA timelines and evidence standards; harmonize with exams/boards where appropriate.
  • Document recommendations that are feasible within Sindh’s administrative and fiscal context.
